At a regular Board of Supervisors Meeting on January 24, 2023, the Board reviewed and discussed the Public Hearing Draft 2022-2030 Housing Element Update. The meeting included an introductory presentation summarizing the process of developing the Housing Element, community engagement efforts, and revisions to the Element based on comments from the California Department of Housing and Community Development. The meeting also included an opportunity for public comment.
The Public Hearing Draft Housing Element is now available for review.
The Public Hearing Draft Housing Element is scheduled to go to the Planning Commission on Wednesday, January 4, 2023, and the Board of Supervisors on Tuesday, January 24, 2023.
The 2022 Housing Element Policy Document establishes the County's housing action plan for the 6th Cycle (2022-2030). The Policy Document includes seven goals, supported by policies and implementation programs that aim to address identified housing needs during the planning period. The goals, policies, and programs of the Housing Element establish a policy framework to guide county decision-makers to meet identified housing needs.
Published under separate cover, the 2022 Housing Element Background Report provides the data and analysis that informs the Policy Document.
On December 15, 2022, the County presented the Draft Housing Element to the Environmental Review Committee for discussion. A copy of the presentation made before the Committee is linked below.
On Thursday, February 3, the County held a Housing Element Workshop to discuss the Housing Element Update and available housing sites in Del Norte County. The virtual workshop included an introduction to the Regional Housing Needs Allocation (RHNA) and the site selection process, a walkthrough of identified sites, and opportunities for the public to provide input.

On Wednesday, September 22, 2021, Del Norte County held a joint Housing Element Workshop with the City of Crescent City. The workshop included an introduction to housing elements, a discussion of the Regional Housing Needs Allocation for both the County and the City of Crescent City, and an opportunity for the public to provide input.
Throughout July and August 2021, Mintier Harnish and PlanWest, consultants for the County, conducted one-on-one and group interviews with local housing developers, landowners, and housing and community health advocates to gain an understanding of the housing conditions, issues, and opportunities in the county. The input provided during these interviews will help inform the consultants and County staff as they begin drafting the housing needs and constraints analyses for the Housing Element.

During Task 1: Housing Sites Inventory, the Housing Element Team will hold a Community Open House to introduce the Project and facilitate discussion of the sites proposed for residential development in the Draft Housing Sites Inventory.
The workshop is scheduled to take place on September 22, 2021.
At key points in the Housing Element process, the Housing Element Team will post online exercises and surveys. These tools provide an accessible way for residents and stakeholder to provide their opinions from the convenience of their home or office.

During Task 2, the Housing Element Team will hold study sessions with the Planning Commission and Board of Supervisors to review and discuss the Draft 2022-2030 Housing Element. These meetings will be open to the public and will include opportunities for public comment.
The study sessions are currently scheduled to be held in April 2022.
