The Public Review Draft Housing Element was released on March 11, 2022, and made available for public comment through April 12, 2022. The Draft Element was also reviewed by the Planning Commission on April 6, 2022, and the Board of Supervisors on April 12, 2022.
The County received a few comments from the Planning Commission and one public comment, and has revised the Public Review Draft accordingly. A summary of comments and the County's response is provided in Table 66, on page 149 of the Background Report. The Revised Public Review Draft is available below.
The 2022 Housing Element Policy Document establishes the County's housing action plan for the 6th Cycle (2022-2030). The Policy Document includes seven goals, supported by policies and implementation programs that aim to address identified housing needs during the planning period. The goals, policies, and programs of the Housing Element establish a policy framework to guide county decision-makers to meet identified housing needs.
Published under separate cover, the 2022 Housing Element Background Report provides the data and analysis that informs the Policy Document.

Throughout July and August 2021, Mintier Harnish and PlanWest, consultants for the County, conducted one-on-one and group interviews with local housing developers, landowners, and housing and community health advocates to gain an understanding of the housing conditions, issues, and opportunities in the county. The input provided during these interviews will help inform the consultants and County staff as they begin drafting the housing needs and constraints analyses for the Housing Element.
